Programs by state
Select a state to filter the table below. Colors show the most advanced program each state has.
Legislation frequency
Fintech sandboxes came first. AI-specific programs started arriving in 2024.
Counts the year each program was first enacted. 2026 is Connecticut's mandate to draft a sandbox plan.
Program tracker

On April 20, 2026, the state medical licensing board asked Commerce to suspend the Doctronic prescription-renewal pilot. The AI office declined the next day, noting a physician still reviews every renewal in Phase 1. No new agreements have been reported since March 2026.
-
The sandbox has been law since January 1, 2026, and a July 30 industry tracker reported no public activity using it. The Legislature is not in session in 2026, so rule changes wait for 2027.
-
A June 2026 committee draft would let AI agents run legal entities inside a sandbox capped at 30 months, with banking excluded. The legislature adjourned June 30, so introduction waits for the next cycle.
-
The state must deliver a sandbox plan by January 1, 2028, including whether a reciprocal multistate program is feasible. That could end duplicate applications for companies operating in several states.
-
The SANDBOX Act (S.2750) would create a federal AI sandbox. A June 2026 House draft would preempt state laws that regulate AI model development for three years, though not laws on use. How either touches state sandboxes is unresolved.
How this tracker is built
A tracker is only as good as its checking. Here is what each mark means and how to help.
Verification levels
- Primary. An analyst read the statute or the administering agency's own page.
- Secondary. Built from law-firm, research-center or trade summaries. Reliable, but not yet checked against the statute.
- Queued. Named as an enacted program by a 2026 industry tracker. Agency, relief period and eligibility are still to be pulled.
Last verified is the date a CSG analyst last checked the row. The newest source date is in each row's details.
Help us close the gaps
Sources disagree in places. One research center counts Delaware as having adopted an AI sandbox; a health-policy tracker and reporting on the draft bill say legislation has not been introduced. We follow the narrower reading and flag the conflict in the row.
Nevada appeared in 2020 reporting on fintech sandboxes but is missing from 2026 trackers, so it is on our checking list. If you spot an error, a missing state or a newer source, write to carnegiestrategy@cmu.edu.
